docs: restructure CLAUDE.md into a lean operating doc; archive full history #4038

CLAUDE.md had grown to 240KB / 769 lines of fixed-issue forensics and session narratives, with orphaned issue-table rows accidentally pasted above the document title. This restructures it per its own rule ("Keep this table OPEN-items-only; when an issue is fixed, move its row to the archive"):

• Lossless archive: the full file is snapshotted verbatim to docs/archive/claude-bible-archive-2026-08-07.md (same pattern as the 2026-07-13 archive). Nothing is deleted from the record.
• Lean rebuild (27KB / 334 lines): rules (Boss Rule, Forbidden List, quality bar, checklists), verified stack with actual-vs-aspirational notes, OPEN issues only (one row each), Waiting-on-Craig queue, Next Actions, current deploy state, Ground-Truth Sources.
• New "Standing Lessons" section distilling the audit campaign's method (verify FIXED claims, the mock is the blind spot, ask structural questions, built ≠ wired ≠ running, honest degradation, fail-direction discipline).
• New "Doc Hygiene" rule so the file cannot regrow: fixed rows and session stories move to the archive in the same commit; >~500 lines triggers re-archiving.

bun run docs:check passes (65 docs stamped). Docs-only change — no code touched.
