The Big Fix: Public Journey + Messaging + Document Generator

This addresses the core complaint: "Where does a normal customer go?"

• Country Selector on homepage — "Where are you?" with 8 countries, stores preference, redirects to country page
• "Get Help" is now the FIRST item in the header mega menu (Generate Document, Find a Lawyer, Find an Accountant)
