The exhausted-AI-balance wall on the spec progress page only offered "Try again" (against the same dead API). The error card now offers "Queue for the repair agent" — the submitted spec (retained on the job) is filed as an ai:repair issue for the subscription-backed internal agent. No re-typing, no API balance needed.

Shared queueRepairIssue() in src/lib/repair-queue.ts; health.tsx refactored onto it. tsc clean, spec suites green.
